    THE VOICE OF CHIAN

    In the beginning...

    Conceived in the violence of the Tiananmen Square uprising on June 4, 1989, The Voice of China came into being in 1991, evolving from the original efforts of handful of dissident Chinese students. These students some living in China and others studying abroad dedicated themselves to keeping alive the message of hope for fellow human rights advocates by sending news broadcasts into the People’s republic of China. Their message was a clarion cry for freedom.

    A new Voice wins recognition...

    Since then, The Voice of China has grown steadily to become a well established, highly respected organization staffed both by broadcast professionals and committed individuals maintaining the mission set forth by the founders: to provide objective, multi-dimensional coverage of worldwide news including political, social, and cultural events—news which otherwise might be withheld by the government-controlled media in mainland China.

    Interesting, Informative, Enlightening...

    The Voice of China provides a comprehensive program of information to Mainland China delivered via short wave frequency (15280 kHz) twice daily from 5:00 to 6:00 a.m. (Beijing time). Broadcast tapes normally comprise a wide variety of news reports, cultural events, lectures, and forums concerning contemporary political and social developments in China and around the world. A popular forum-style broadcast, The Save of Smuggled Chinese Immigrants, analyzed illegal immigration from different perspectives. Annually, The Voice of China honors June 4 with commemorative programs such as Reflections and The Light of Freedom.

    Other special productions includes: a report on awards to individuals prominent in the pro-democracy movement (sponsored by the Chinese Foundation for Education in Democracy); coverage of the Conference on the Pan American Association of self Governing Students: a report on the Yangzi River Dam engineering project; a memoir of noted publisher Hu Zhiwei’s forty year association with People’s Daily; a review of public sentiment following Wei Jinsheng’s release from prison; a coverage of the Seminar for Chinese Affairs organized by the American Association of Chinese Studies, and more.

    Into The Future...

    Funded primarily by The Foundation For China In The 21st Century (a non-profit organization registered in California), The Voice if China has attracted the attention of many international broadcasters, journalists, and scholars by producing high quality broadcast programs in Mandarin. Programming is designed to uphold freedom of information by offering an alternative source of news and commentary to listeners whose access to such news may often be denied. For many in Mainland China, The Voice of China has become the voice of hope.

    To generate increasing audience involvement, The Voice of China utilizes a variety of program formats each aimed at addressing contemporary issues and events in China and worldwide. Programming is structured to meet the needs of a broad spectrum of listeners ranging from highly educated urban professionals to those living in remote rural areas whose exposure to Western culture I soften severely limited. The Voice of China broadcast programs offer an intelligent and balance mix of features including:

    Academic Conferences

    The Foundation thus far has organized 15 conferences held at various American universities, designed to promote the participation of eminent Chinese scholars--including Chinese experts living in the U.S, and scholars from inside the PRC-- to explore the various issues concerning the strategies for the democratization of China, as well as to plan for the future democratic-society institutions guaranteed by a democratic Constitution.

    A comprehensive draft of a democratic Federal Constitution for a free China has emerged from these conferences. The widespread attention of this draft has aroused much constructive dialogue and engaged the enthusiastic participation of many intellectuals across the broad political spectrum of the Chinese community. The result has been excited endorsement through widespread discussion of the document in the mainstream Taiwanese political community (in a process involving scholars and politicians alike.)

    基金會迄今為止﹐已在美國各大學組織了    15次學術研討會﹐吸引了許多杰出的來自中國大陸、台灣、香港、美國、日本和歐洲的知識分子的參與。會議涵蓋了未來中國的國家結構﹐憲政民主的前景﹐聯邦制探討﹐民主化策略﹐大中華經濟圈﹐人權保障﹐文化大革命三十週年回顧﹐台灣經驗﹐各民族之間的對話﹐中共十五大後的中國﹐   政党政治的展望,选举与中国未来,全球化对中国的政治变革及两岸关系的影响,國際對華廣播的交流與突破新聞封鎖等題目。一個自由中國的民主聯邦憲法草案已從這些會議中產生。該草案引起廣泛的注意和熱烈的討論﹐並吸引了來自台灣﹑香港﹑澳門以及中國的少數民族如藏族﹑蒙古族和維吾爾族的知識分子的熱情參與﹐涵蓋了寬闊的政治光譜。   1996年﹐達賴喇嘛在與基金會的學者對話時﹐公開表示讚賞基金會起草的這部民主聯邦憲法草案。

            基金會為達賴喇嘛和中國漢族知識分子組織了三次深入的對話﹐在這之前中國大陸的漢族知識分子由于政治的原因而拒絕與達賴喇嘛進行任何有意義的交流﹐基金會在這方面作出突破性貢獻
